NOTE: This tutorial is written for the materials I used. If you are using something different you may need to adjust some settings.

IPL = In Palette Layers

REMINDER: Be sure to delete original template layers once you've used them.
Unless otherwise stated.

Let's Begin

Open template and scrapkit in PSP. Duplicate the template and delete  the original.

IPL, delete the credit layers. Delete all the layers pertaining to the frames and frame fill. Delete the bg square.

Click on the white background. Now, paste, as a new layer, paper 5. Apply the mask62. Use fit to layer setting.

Click on the circle fill layer. New Raster Layer. Open your foreground color palette and click the pattern tab. Select paper 7. Make sure scale is set at 100. Now fill the new raster layer. Select None.

Make a gradient color. Foreground color is  3078c4. Background color is 79a8dc. In foreground, click the gradient tab. Style = Linear. Angle = 36. Repeats = 5.

Click on the circle layer. Select All - Float - defloat. New Raster Layer. Fill with your gradient color. Select None. Go to Effects - 3D - Inner Bevel. Settings: Bevel = 2. Width = 11. Smoothness = 4. Depth = 2. Ambiance = -2. Shininess = 0. Add a drop shadow.

Paste, as a new layer, snowflake frame 2. Resize down to 90%. Rotate right at 90 degrees. Center the frame over the circle. Make sure your forground color is still 3078c4. Using your 'change to target brush' With opacity set at 100, run your magic wand over the frame to change it's color to blue.

Use your magic wand to click inside the frame. Selections - modify - expand - by 2. Paste, as a new layer, your tube. Resize to your liking. I increased my tube to 120. Selections - Invert. Delete. Select none. Give your tube a drop shadow and IPL, move the tube layer below the frame layer. Give the frame a drop shadow.

Click on the word Happy. Select All - Float - Defloat. New Raster Layer. In your foreground color palette, click the pattern tab and select paper 5. Set the Scale to 50%. Angle at 0.  Fill your new layer with paper 5. Select None. Go to Effects - 3D - Inner Bevel. Use same settings you used for the circle, except change the dept to 1.

Click on the winter bg1 layer. Go to Adjust - Softness - Soften. (Naturally you don't want to delete the template layer. lol)

I left the Happy bg2 as is.

IPL, right click the Happy shadow layer and duplicate. (Again, keep template layer.)

Now repeat these steps for the word, Winter.

I decided to replace snowflake 5 with it's outline. I deleted it and pasted, as a new raster layer, the blue snowflake from the scrapkit. Put this color in your foreground color,  79a8dc. Using the Change to target brush that you used earlier, run your mouse over the snowflake, once. This is to enhance the color a bit.
Still on the snowflake, Select All - Float - Defloat - Modify - Expand - by 2. New Raster Layer. Fill with white. Select None. Move the white layer below the blue. Apply a drop shadow to the white layer. H & V = 1. Opacity = 100. Blur = 4. Color is 2d6fb5.

Open paper 7 in PSP. IPL, right click and duplicate. Click on the duplicate. Change it's blend mode to screen. Reduce opacity to 50%. IPL, right click and merge down.
This is for snowflakes 1 - 4. Delete the background layer. Select a snowflake. Select all - Float - Defloat. New Raster Layer. From the foreground pattern tab select the enhanced paper 7. Fill the new raster layer. Select None. Apply the same inner bevel last used. Give a drop shadow. H & V = 1. Opacity = 100. Blur = 4. Color is 2d6fb5.

Click on the snowman fill layer. Select All - Float - Defloat. New Raster layer. Fill with paper 7 and give same inner bevel. Select none.

Click on the snowman hat and fill with it paper 2. Give it the same inner bevel. For the scarf and hat trim, I used a color from my tube, e65a42. Again a inner bevel.

Click on the toboggan fill layer. Select All - Float - Defloat. New Raster layer. Fill with this color, e65a42. Go to Effects - Texture - weave. Settings: Gap size = 2. Width = 2. Opacity = 100. Weave color = f2aa96. Gap color = f5cdc4. Check fill gaps. Give same inner bevel. Select none.
For the white fluff fill, I kept mine white and just gave it the inner bevel.

Paste, as a new layer, the icicles. Reduce size down to 50%. IPL, right click and duplicate. Change the blend mode on the duplicate to screen. Reduce opacity to 50%. Right click and merge down. Duplicate the icicles two or three times. Place them at the top of the word Winter. You will need to cut out a few icicles to fit.  Apply this drop shadow. H & V = 1. Opacity = 55. Blur = 4. Color is 2d6fb5.

Now add any other elements from the scrap that you'd like. Have fun with it. Once you have it as you like it, Merge all layers.

IPL, right click and duplicate.
Go to Effects - Plug Ins - Xenofex - Constellations. Settings: Star Size = 44. Size Variation = 50. Edge Star Density = 1. Overall Star Density = 2. Overdrive = 100. Twinkle Amount = 75. Put check on Make selection transparent. After clicking ok, check out your tag. You made a duplicate layer so you can remove or add extra bubbles. Circle a bubble you don't want, copy it then delete it. Now if you want to, repaste as a new layer. Do this until you're satisfied.
Now add copyrights and a name then merge all layers. Save.
