Let's Begin

Open template and supplies in psp. Duplicate template and delete original. IPL, delete the credit layers.

Click on the white background layer. Select All - Float - Defloat. New Raster Layer. Fill with the peachy paper. Select None. Apply bp_soft square mask. Check Fit to Layer - Invert transparency - source luminance - Hide All Mask. Layers - Merge - Merge Group.
Take your magic wand and click any corner. Make sure you don't get any of the mask. Go to Selections - Modify - Feather - set to 100. Click delete 4 or 5 times. Select None.  IPL, change the opacity to 60. Use the Raster Deform tool to resize the mask as you like it.

Click on rectangle 3. Select All - Float - Defloat. Paste, as a new layer, the floral paper. Resize down to 80%. Move the paper around until you get the desired affect inside the rectangle. Selections - Invert. Delete. Selections - Invert - Expand - by 4. Paste, as a new layer, the green paper. Selections - Invert. Delete. Select None. IPL, move the green paper layer below the floral layer. Give each layer this drop shadow. H & V = 0. Opacity = 100. Blur = 2. Color is black.

Click on the rectangle frame. Select All - Float - Defloat. Paste, as a new layer, the green paper. Selections - Invert. Delete. Select None. Give the frame the same drop shadow. Now give it the same 3D inner Bevel you just used. Give another drop shadow.

Repeat these same steps for the circle frame.

Click on circle 3. Select All - Float - Defloat. New Raster Layer. Fill with this color, #fc7161. Select None. Give it the same drop shadow we've been using. Give a 2nd shadow. H & V = 1. Opacity = 100. Blur = 4. Color is black.

Add copyright and name if not animating. Merge All Layers, SAVE.

Animation

Leave name off and merge all layers. Use your lasso/free hand selection tool to encircle whatever area of your tag you want to have sparkles. I only encircled the flowers. Go to Effects - PlugIns -  Xenofez - Constellation.

Back in PSP, Edit - Undo Select None. Undo Constellation.
Go back to plug in constellation. Click the random tab. Ok. Select None.
Copy tag and in animation shop right click your tag and paste after current frame.
Back to psp. Edit - Undo Select None. Undo Constellation.
Go back to plug in constellation. Click the random tab. Ok.  Select None.
Copy tag and in animation shop right click the 2nd frame and paste after current frame.
Repeat at least one more  time. You should end up with 4 frames. Go to Edit - Select All. Go to Animation - Animation Properties. Set number to 15.  Now go up to View - Animation. If you are happy with your animation, save tag as a mng file.
After making your name in psp, paste it in animation shop as a new animation.
Go up to your tool bar, or go to edit, select propagate paste.
Click on your name. Type Ctrl  a   Ctrl  c. Click on the first frame of your tag and type Ctrl  a   Ctrl a. Place the name to the lower left just under the puppy frame.
Save your tag as a gif.
