IPL = In Palette Layers

LET'S BEGIN

Install mask, and open supplies in psp.

In PSP open a new image size 700 x 700 and flood fill with white.
Create a new Raster Layer. Fill with this color, 489acf. Apply the mergeround mask. Layers - Merge - Merge Group. Reduce opacity to 70.

Make a gradient  color.
Select two similar colors from your tube. I used, in the foreground color palette, 18860, In the background color palette I used e5e0cd. Back in foreground click the gradient tab. Click on the box and locate the foreground/background swatch. Settings: Style = Linear. Angle = 35. repeats = 3.
From your tool bar, select the ellipse tool. Set line style to solid.  Make width = 20. Close the background color palette.
Now, hold down the shift key and draw out a large circle in the center of your canvas. Don't let it be larger than the mask layer.
I set my X and Y radius to 239. Go to Objects - Align - Center in Canvas. Go to Layers - Convert to Raster Layer. Go to Selections - Select All - Float - Defloat - Modify - Expand - by 1. Layers - new Raster layer. Fill with this color, 584529. Select None. IPL, move the dark brown layer below the gradient layer.
Click on the gradient layer. Go to Effects - PlugIns - EyeCandy5 - Nature - Snow Drift. Click on Setting tab. Select - Dusting, Moderate.
Go to Effects - 3D - Inner Bevel. Setting: Bevel #5. Width = 2. Smooth = 20. Depth = 1. Ambience and Shininess = 0.
IPL, right click the gradient and merge down to the dark brown.

Use the ellipse tool again. Change the line width to 1. Put black in the foreground color palette. Draw out another circle, just a bit bigger than the last circle. My X and Y radius was 256. Go to Objects - Align - Center in Canvas.
On the tool bar click the large A for the text tool. Move your cursor along the top of the circle you just made. When your see the A with an arc ) left click your mouse. This should open your text box. I used the font Bubble Sharp.  Size 36 Bold. Stroke width 1. Kerning set to 10. Keep black in your foreground. In background put this color, b23121. Now type out I Love Snow. To move the text forward or backward put your cursor in front of the I. Click space bar key to move forward. Click the backspace key to move backwards. Apply.
Edit - Copy - Edit - Cut. Click on your tag and paste as a new layer the text you just made. Move it up to the circle where you first typed it. Click the vector circle and delete. Paste as a new layer the tiny heart. Duplicate. Put one at each end of the text. Rotate to fit the text angle. IPL right click the top heart and merge down to the other. Right click and merge down to the text.

Click on the text and go to  Effects - EyeCandy5 Nature - Snow Drift.   Click the Settings tab and select Small Roof top Accumulation. Click the Basic tab. Drift Height = 1. Clumping = 30. Surface Roughness = 0.  Droop = 25. Dust on all features = 0.  Dust on bright features = 0. Click the Lighting tab. Light Direction = 66. Shadow strength = 69. Shadow color = f2f2f2.
Add a drop shadow. H & V = 1. Opacity = 50. Blur = 4. Color is black.

Paste, as a new layer, the bird. Resize down to 85%. Give it the same drop shadow you just used. Position the bird at the left side of the circle, below the text. (see my tag).

Make a new gradient color. Foreground is white. Background is 489acf. In foreground click the gradient tab. In the box locate and select the foreground/background swatch. Setting: Style = Linear. Angle = 0. Repeats = 0.
Click inside the circle frame. New Raster Layer. Selections - Modify - Expand - by 2. Fill with the new gradient color. Go to Adjust - Blur - Gaussian blur. Set to 22. Keep layer active.
Paste, as a new layer, the winter tree. Place it to the left side of the circle. (see my tag). Now paste, as a new layer, the snowman. Move it to slightly in front of the tree. (again, see my tag). Click on the tree, Selections - Invert. Delete. Now click on the snowman and delete. Select None. Give both  a drop shadow. H & V = 0. Opacity = 30. Blur = 4. Color is black.
IPL, right click the circle frame layer and move it to the top of your layers. Give it a drop shadow. H & V = 0. Opacity = 100. Blur = 6. Color is black.

Using your pen tool, select Draw lines and Polylines. Make the line style solid and width at 4. Put white in the foreground color box.
Starting at the outer left edge of the circle layer, draw out a straight line to the right outer edge of the circle layer. Go to Layers - Convert to Raster Layer.

Shadow color = f2f2f2. Move the snow drift to just below the bottom of the circle. Allow a little to be over the circle. (see my tag)

Paste, as a new layer, your tube. I resized mine down to 55%. Move to the right side of the circle. (see my tag). It's up to you, but I chose to fill in the pom pom on the hat. I used this color, f7f7f4. Give tube a drop shadow. H & V = 1. Opacity = 50. Blur = 4. Color is black.

IPL, right click the snow drift and duplicate. Move the duplicate layer above the tube layer. Resize down to 55% Resize down again at 55%. Move this down to cover the tip of the tube's shoes. Adjust - Softness - Soften.
Now is a good time to add your copyright.

Add a name, merge all layers. Save.)

This time, close the merged 1 layer. Right click any open layer and merge visible. Rename this Merged 2.
