NOTE: This tutorial is written for the image and supplies I used. If you are using something different, you may need to adjust some settings.

IPL = In Palette Layers

In PSP, open a new image size 700 x 700. (You can re-size later if you like) Flood fill white.

Click on the preset shape tool and select ellipse - circle. Make the line width 10. Foreground color is black and background closed.
Draw out a large circle.(see my tag for circle size example)  - Object - Align - Center in canvas.  Layers - Convert to Raster Layer

Go back to preset shape tool and this time select the rectangle. Keep line width at 10. Draw out a rectangle. Size about 385 x 80. (See my tag for size example). Layers - Convert to Raster Layer. Duplicate. Place one rectangle at the upper left of circle and the other at the lower right of circle. (See my tag).

Click on the white background layer. Paste, as a new layer the card pattern. Re-size down to 75%. Put this color, 373522, in your foreground color palette. Use your 'change to target brush', set at 50%. Run your cursor over the pattern once. Go to Adjust - Hue and Saturation. Make saturation = -15. Lightness = -20.  Duplicate.
Click on the duplicate and go to Effects - Plug Ins - Virtual Painter. Settings: Filter tab = Oil Painting. Material tab = Canvas fine. Adjust tab = make all normal. Check.
Reduce opacity to 50%. IPL, right click and merge down with original layer.

Go to Effects - PlugIns - EyeCandy4 - Jiggle. Use default settings.
Click on the circle layer. Use your magic wand and click inside the circle. Selections - Modify - Expand - by 4. Selections - Invert. Click on the pattern layer and hit delete. Select None.

Click on the circle. Effects - PlugIns - EyeCandy4 - Glass. Settings: Basic tab - Width = 3.60. Smoothness = 75. Bevel Placement = Inside marquee. Edge Darkening = 30. Gradient Shading = 35. Refractions = 50. Opacity = 0. Tinting = 50. Glass Color is Black.
Apply a drop shadow. H & V = 0. Opacity = 100. Blur = 6. IPL, right click the circle layer and merge down with the card pattern layer. Add another drop shadow. H & V = 3. Opacity = 60. Blur = 8 and color is black.

Make a red gradient color. Foreground is b33d2a and Background is 83130a. In Foreground, click the gradient tab. Make Style = Sunburst. Repeats = 0. Check invert.
Click on the heart shape. Click your magic wand in the center of the heart shape. Selections - Modify - Expand - by 3. New Raster Layer. Fill with red gradient. Select none. Effects - Textures - Weave. Gap Size = 1. Width = 4. Opacity = 1. Color weave = white. Gap Color = 72130c. Check fill gap. IPL, move the red layer below the heart shape layer.
Click on the heart shape layer. Effects - PlugIns - EyeCandy Glass. Keep same settings as used for circle frame. Also use same drop shadow.  IPL, right click the heart shape and merge down with the red layer. Add second drop shadow.
Repeat this with the diamond shape.

Made a black gradient. Use the same settings, but change the Foreground color to 404040, and Background color to 000000.
Do the club and spade the same as you did the heart and diamond. For the texture, weave make the gap color Black.

Make a new gradient color.
Foreground is c5bfae, and Background is 373522. Keep the settings the same as last used.
Click your magic wand inside the top rectangle shape. Selections - Expand - by 3. New Raster Layer. Fill with new gradient color. Select None. IPL, move the color layer below the black layer. Still on the color layer, go to Adjust - Add/Remove Noise - Add Noise . Tic Gaussian and check monochrome. Noise setting is 15.
Click on the rectangle shape. Give it the same EyeCandy Glass effect used for the circle frame, and other shapes. Also same drop shadow. IPL, right click the rectangle and merge down with the gradient color. Add the second drop shadow.  Repeat this for the second rectangle.

***

Paste, as a new layer, your tube. I re-sized mine down to 75%. Move to the right side of your circle.  Give it the same drop shadow you've been using. Move your tube layer below the bottom rectangle layer. Apply the second drop shadow.

***

Click on the white background layer. Add a new raster layer and fill with this color 373522. Apply the EBD mask. Layers - Merge Group.

Add the rabbit and tea set if you like. Resize to your liking.

***

I used the font Cuckoo, in black,  to make the word art. Copy my phrase or add your own.

For the name I used the font 'Before the Rain' size 30. Black. Added a gradient glow and a drop shadow.

Add copyright and Merge all layers.
