Background paper of choice, or just use a color from your color palette.

Let's Begin

In PSP open a new image size 525 x 525, and flood fill with white. New Raster layer. Fill with your paper, with scale at 100%, or this color 9abbd9. Apply the MonticircleMask.  Merge Group. Resize down to 95%.

***
Open text box and select the WWWFlakes font. Size is 350. Stroke width is 6. Foreground color is this color
aac5e1. Background is closed. Type the letter e. Apply. Edit - Copy - Cut. Re-paste as a new layer.

Select All - Float - Defloat - Modify - Expand - by 1. New Raster Layer. Fill with this color, 000040. Select None. In Palette layer move the navy color below the light blue.

Click on the light blue layer. Effects - 3D effects - Inner Bevel. Settings: Bevel #5. Width = 4. Smoothness = 10. Depth = 2. Ambience and Shininess = 0.

Click on the navy. Adjust - Softness - Soften - Soften More. Reduce opacity to 60.

In palette layers close the white bottom layer and the mask layer. Right click the light blue flake layer and merge visible. Unhide the other layers.

***

Use your magic wand to click inside the snow flake. Selections - Modifty - Expand - by 6. New Raster Layer. Fill with your paper but make the scale at 50%. Or fill with this color 94b6d3. Select None. You may want to add a texture of choice to your color. In palette layers, move the paper layer below the snow flake layer.

***

Now let's play with the tubes. Select a tube and paste it as a new layer. In palette layers, make sure the tube is below the snowflake layer, but above the fill layer.
Resize your tube to your liking. I resized mine down to about 80 %ish. Place the tube inside one of the snowflake's diamond shaped points. (see my tag)   Add a drop shadow. H & V = 1. Opacity = 75. Blur = 10. Color is black.
Use your lasso tool and trace around the diamond point. Selections - Invert. Delete. Select none. Repeat these steps until each of the diamond points have a tube image.

Give the snowflake a drop shadow. H & V = 2. Opacity = 75. Blur = 6. Color is black.

***

Open your text box and again select the flake font and type the letter e. This time size 125, and make the foreground color blank and the background color either the color you used for the snowflake, or the paper fill.
Apply. Edit - Copy - Cut. Paste, as a new layer. Place it in the center of your snowflake. (see my tag). In palette layers, rename this layer the center snowflake.
Select All - Float - Defloat - Modify - Expand - by 1. New Raster Layer. Fill with the navy color. Selections - Modify - Expand - by 4. New Raster Layer. Fill with either your blue color or your paper. Select none.
In palette layers, rename the last color or paper layer the bg layer. Now, still in palette layers, move the navy layer below the center snowflake layer. Move the bg layer below the navy layer. Give the bg layer a drop shadow.  H & V = 2. Opacity = 75. Blur = 6. Color is black. I hope I haven't confused you. lol
Click on the center snowflake. Apply the same inner bevel that you used for the large snowflake.
In palette layers, right click the center snowflake and merge down to the navy layer. Right click this layer and merge down to the bg layer.

***

Open text box again, font ziptydo size 28. Stroke width = .50. Leading = 0.099. Kerning = 35. Foreground and background are navy. Type out Happy Winter. Apply. Edit - Copy - Cut. Re-paste as a new layer. Select All - Float - Defloat - Modify - Expand - by 2. New Raster Layer. Fill with aac5e1. Select None. In Palette layers move the light blue below the navy. Right click the navy and merge down. Add a drop shadow.  H & V = 2. Opacity = 65. Blur = 5. Color is black. Place the text in the middle of center snowflake. (see my tag)

***

Open your text box once more, and type out another snowflake. Size 48. Put color or paper in background color only.
Apply. Edit - Copy - Cut. Re-paste as a new layer. Place snowflake anywhere on your tag. Give it a light drop shadow. H & V = 1. Opacity = 60. Blur = 2. Color is black.
Repeat this several times, making each snowflake a different size. Rotate a few if you like. Place randomly on your tag. (see my tag)

***

Let's make snow.

Click on the large snowflake. PlugIns - EyeCandy5, Nature - Snow Drift. Settings tab select Small, First Flakes. Basic tab: Drift Height = 1.68. Clumping = 100. Roughness = 100. Droop = 50. Dust All Features = 35. Dust Bright Features = 20. Bright Features Threshold = 20.

Use the same settings for the center snowflake and the happy winter text. Oh and the smaller snowflakes.  Of course, you can always play around with the settings and find what you like best.
Merge all Layers Visible.

PlugIns - Xenofex - Constellation. Click Settings tab, select Big Gaseous Stars. Move twinkle amount to 0. Play with Random Seed, to find what you like.

Add correct copyrights and name. Save.

***

For the name text, I used the font MeaCulpa size 48. Background color is navy. Apply. Edit - copy - cut. Re-paste as a new layer and move to lower right of tag. Select all - Float - Defloat - Modify - Expand - by 2. New Raster Layer. Fill with the light blue color. Select None. In palette layers move the light blue layer below the navy. Right click the light blue and merge down. Add a drop shadow and then apply the snow drift filter used earlier. Merge visible all layers.
