Let's Begin
Open your layered tube and the original jpeg image, in PSP. Duplicate each and delete originals.
I want to enhance the tube a bit, if you do not, then skip this part.
Click on your layered tube. Click the main tube, copy and paste as a new image. (save the layered tube for later use.)

IPL, right click tube layer and duplicate. Click the duplicate and go to Effects - Filters Unlimited - Image Enhancement - Color Booster. Set to 50. Change the blend mode to multiply and reduce opacity to 40. Repeat this whole process with the original jpeg image.
Ok, now let's make a tag.

Open a new image size 650 x 650 and flood fill white. New Raster Layer.
Fill new layer with this color, 0d2442. Apply mask dmsk0146. Layers - Merge Group.

Use your colored pencil tool, set to round, size 175. Color is 6782af . Starting at the upper center of your mask, draw out a zig zag pattern. Four or five passes. It doesn't have to be even or exact. (see my tag) Layers - Convert to Raster Layer.
Select All - Float - Defloat. Paste, as a new layer, your tube. Increase size up to 150. Center image head into your zig zag pattern. Invert - Delete. Change blend mode to Luminance Legacy. Now add a little noise effect. Adjust - Add/Remove Noise - set to 25, check monochrome and gaussian.
We need to make a couple of frames now.
Click on your rectangle preset shape tool. Line style is solid. Width is 6. Foreground color is e2e5ea. Draw out a rectangle. Width is about 195 and height about 265. It doesn't have to be exact. Layers - Convert to Raster Layer.
Make a second frame. Size this one about 155 width and 200 height. Again, it doesn't have to be exact. Layers - Convert to Raster Layer.
Use your magic wand to click inside the larger frame. Selections - Modify - Expand - by 4. Paste, as a new layer, your jpeg image. Resize down to 70%. Center it in the frame. Selections - Invert. Delete. Select None.INP, move the image layer below the frame layer. Give the frame a drop shadow. H & V = 0. Opacity = 60. Blur = 4. Color is black. IPL right click the frame and merge down to the image. Rotate to the right by 10 degrees. Add another drop shadow. H & V = 2. Opacity = 100. Blur = 6. Color is black. Place at the lower center of your tag.
Now, again use your magic wand to click inside the smaller frame. Selections - Modify - Expand - by 4. Paste, as a new layer, your tube. Center image into frame. Selections - Invert. Delete. Select none. IPL, move the tube layer below the frame. Give the frame a drop shadow, same as used for larger frame. IPL, right click frame and merge down to tube layer. Rotate left by 6 degrees. Add same 2nd drop shadow used for first image. Position this framed image slightly above and to the left of the larger frame. (see my tag).
Use the embellishments from my supplies, as well as some of the creatures from the layered tube. Resize and place as you like. (see my tag for reference)
Add copyrights, a name and save.
