A working knowledge of PSP is assumed.
Tube of choice: I am using the art of VeryMany

A rounded mask of choice.

NOTE: This tutorial is written for the materials I used. If you are using something different, you may need to adjust some settings.
IPL = In Palette Layers
Let's Begin
In PSP open a new image size 700 x 700. (You can resize later if you wish)
Flood will with white.
Create a new raster layer. Fill with this color, 586375. Now apply a rounded mask of your choice.
Click on your ellipse circle tool. Line style - Solid. Width = 14. Put black in your color foreground palette and close the background.
Draw out a large circle with the radius about 300. Go to Objects - Align - Center of Canvas. Go to Layers - Convert to Raster Layer.
Create a gradient color. Foreground color is black. Background color is 586375. In the foreground click on the gradient tab. Set angle to 40 and repeats to 4.
Still on the circle, go to Select All - Float - Defloat - Modify - Contract - by 2. New Raster Layer. Fill with the gradient color. Select none.
Click on the gradient layer. Go to Effects - 3D - Inner Bevel. Settings: Bevel #5. Width = 4. Smoothness = 15. Depth = 2. Ambience = 0. Shininess = 45. Angle = 90. Intensity = 50. Elevation = 30.
Click on the black circle and go to Adjust - Softness - Soften.
IPL, Right click the gradient layer and merge down to the black circle.
Use your magic wand to click inside the circle. Paste, as a new layer, your background image. I resized down to 50%, then down to 75% . Carefully center the image so that you get most of the bike and you want the guy in the corner to be seen.(see my tag)
Once you have the image centered, go to Selections - Invert. Delete.
Go to Effects - Texture - Blinds. Settings: Width = 2. Opacity = 30. Color = e3e9e3. Check Horizontal. IPL, right click and duplicate image. Go to Effects - Texture - Glass Mosaic. Settings: Columns and Rows = 100. Check Symmetric. Glass Curvature = 50. Edge Curvature = 0. Grout width = 1. Grout Diffusion = 19. Change blend mode to multiply. Reduce opacity to 50. IPL, right click and merge down to first image.
Move the image below the circle image. Give the circle a drop shadow. H & V = 0. Opacity = 100. Blur = 6. Color is black. Repeat drop shadow.
IPL, right click circle and merge down to bg image.
Paste, as a new layer, your tube. I resized mine down to 50%. Center her slightly below the circle. (see my tag) Drop shadow. H & V = 1. Opacity = 50. Blur = 6. Color is black.
I made a few stars with the preset shapes, using this color, 586375. I then used the same bevel I used on the gradient circle.
I made three with varies sizes and put them along the lower right side of the circle.
