IPL = In Palette Layers

LET'S BEGIN

In PSP open a new image size 700 x 700.
In your preset shapes, select the ellipse circle tool. Put the color white in your background color palette. Put a check in Show Nodes.  Draw out a circle. Set the Radius X and Radius Y to 26. Go to Objects - Align - Center in Canvas.  Now Layers - Convert to Raster Layer. Your circle should now be centered in your canvas.
Select a color from your tube and put it in the background color palette. I chose blue, 75abca. We are going to make another circle, only smaller.
This time set the Radius X and Radius Y to 8. Go Objects - Align - Center in Canvas.  Now Layers - Convert to Raster Layer. Your small circle should now be centered in your larger circle. Click the blue circle. Select All - Float - Defloat. Modify - Expand - by 1. New Raster layer. Fill with a color from your tube. I chose a brown, c78652.  IPL, Right click the brown circle and move it below the blue. Now right click the blue and merge it down to the brown. (I hope I haven't lost you. lol) Keep the small circle centered, but move it up a tad closer to the top of the bigger circle, just a bit. See my tag.  IPL, right click and merge the smaller down to the bigger.

Go to Effects - PlugIns - MaRu's Meister - Copies.

Use your magic wand to click inside the circle. Selections - Modify - Expand - By 4. Fill with the color white. Select None.

Click on your image, Select All - Float - Defloat. Modify - Expand - by 1. New Raster layer. Fill with the same color from your tube, the brown, c78652. Select None. IPL, right click the brown layer and move it below the white. Right click the white and merge down.

Keep the brown color in your foreground color palette. Go back to your preset shapes and again select the ellipse circle tool. You want the line style to be solid, and the width to be set to 4. Make sure your background color palette is null, or closed. Now, draw out a ring or circle. Radius X and Y are set to 170.00. As you did before, Go to Objects - Align - Center in Canvas.  Now Layers - Convert to Raster Layer. Go to Effects - 3D - Inner Bevel. Settings: Bevel #2. Width = 2. Smoothness = 10. Depth = 2. Ambience and Shininess = 0.

Make a gradient color with two colors from your tube. I did white in the foreground color palette, and a pink, ffbebd, in the background. In forground click the gradient tab. Style is Sunburst. H & V set to 50.
With your magic wand, click inside the ring you just made. Selections - Expand - by 2. New Raster Layer. Fill with your gradient color.
Go to Effects - Texture - Weave. Settings: Gap size = 2. Width = 10. Opacity = 1. Weave and Gap color are both white. Put check in Fill Gaps. Select None. IPL, Move the pink gradient layer below the ring layer. Give the ring a drop shadow. H & V = 1. Opacity = 50. Blur = 4. Color is black. IPL, right click and merge visible. Add a drop shadow. H & V = 1. Opacity = 75. Blur = 6. Color is black.

Put the color black in your foreground color palette. Background is null, or closed. We are going to make one more circle/ring. Set Line Style to solid. Width is 1. Check Show Nodes.
Draw out a circle. Radius X and Y should be set to 212. Objects - Align - Center in Canvas. Hopefully this circle is spaced evenly around your image.
Open your text toolbox. Move your cursor to the top node of your circle, stop when the A has an arc.  A).

Type out a quote, or saying, or anything you like. You may have to repeat two or three times. You want the letters to come full circle.

I used the font Yonna size 10. I set my Kerning to 75 for better spacing. Font color, Black.  I typed out my phrase three times. Between each phrase I put an asterisk *.
Click Apply. Select None. Give the text a drop shadow. H & V = 1. Opacity = 50. Blur = 4. Color is black.  IPL, delete the vector layer, which is the circle. IPL, right click text circle and merge down to image.

Paste, as a new layer, your tube. I kept mine the original size. Center your tube as you like. (See my tag)
Go to Adjust - Automatic Saturation Enhancement. Settings: Under Bias check More Colorful. Under Strength check Strong. Put check in Skin tones Present.
Give your tube a drop shadow. H & V = 1. Opacity = 75. Blur = 6. Color is black.

Click on the white background. Layers - New Raster Layer. Fill with a color from your tube. I used a dark pink, 97374. Apply the WSL_mask19. Layers-Merge Group.
IPL, right click the mask and duplicate. Change the duplicate opacity to 50.

For the name, I again used Yonna, this time size 48. Stroke width = 2. Kerning set to 50. Foreground and Background are the brown color, c78652. Type out your name. Copy it and then delete. Repaste as a new Raster layer. Move to the lower right of your tag. Select All - Float - Defloat. Modify - Expand - by 3. New Raster Layer. Fill with white. Select None. IPL, move the white layer below the brown. Add drop shadow. H & V = 1. Opacity = 50. Blur = 4. Color is black. Click on the brown name layer. Go to Effects - 3D - Inner Bevel. Settings: Bevel #2. Width = 2. Smoothness = 10. Depth = 2. Ambience and Shininess = 0.
